Darrell  Brownlow is a 1982 graduate of Floresville High School.  He earned his B.S., M.S. and PhD from Texas Tech University in 1987, 1989, and 1991, all in Geosciences with specific focus on geochemistry, mineralogy, and clay chemistry.  His professional background includes more than 40 years of diversified multi-national experience across industries including uranium mining, construction materials including aggregates, cement, clay minerals, and industrial sand as well as groundwater research and environmental engineering.  He has completed International Executive Business management programs at the Stanford Graduate School of Business (Palo Alto, CA), INSEAD Graduate Business School (Fountainbleu, France), and EGADE Graduate Business School (Monterrey, Mexico). 

“The Evergreen UWCD works to ensure that the citizens of Wilson County and the District as a whole have sustainable supplies of high quality and accessible groundwater for today and the future.  As a 5th generation resident and landowner in Wilcon County, I want to contribute my knowledge and time to make sure the goals of the District are met.”

Dr. Brownlow currently serves on the South Central Texas Regional Water Planning Group, the Groundwater Water Management Areas 13 and 15, and was previously the Chairman of the Board for the San Antonio River Authority (2018-2021).  Dr. Brownlow’s goal is “to ensure the rules of the District are fair and comprehensive enough to meet the demand of the communities we live and work in.”

Dr. Brownlow lives on his family ranch in northern Wilson County where he ranches cattle and grows watermelons.  He is an avid saltwater fisherman and wildlife photographer.

I serve to help protect and manage our local water resources responsibly. It’s important to me that we balance landowner rights with the long-term sustainability of our groundwater. I hope to strengthen conservation efforts, improve community outreach, and ensure the District makes fair, transparent, and informed decisions. As a REALTOR® and educator with deep roots in this community, I bring a strong background in real estate, education, and public service to this role.

I am a former County Extension Agent in Atascosa, Franklin, and Live Oak Counties, and I retired from Palo Alto College as an Instructor of Agriculture and Horticulture. I hold both a Bachelor’s and Master’s degree from Texas A&M University. I’m passionate about educating the public on the importance of water conservation and responsible usage. My goal is to help ensure there is adequate water for future generations while also protecting landowners’ right of capture. Having been raised in South Texas, I understand just how vital water is to our residents—both rural and urban. Our needs and wants may differ, but water is a valuable and essential resource for us all.

Sherman Posey is a Registered Professional Land Surveyor and co-owner of Intrepid Surveying and Engineering Corporation. With over 11 years of experience in the field, he has provided expert surveying services to landowners, businesses, and oil and gas companies throughout South Texas. A proud graduate of Texas A&M University–Corpus Christi, Sherman brings both technical knowledge and local insight to every project. Raised in Wilson County, Texas, he values time with his wife and two children, often heading to the coast with the family for some rest and relaxation.

Thomas Allen Moy III (aka”Tres”) Moy  is a third-generation water well driller for Thomas moy and Sons Water Well Drilling Inc. He earned a bachelor’s degree in business management from Texas A&M University- Corpus Christi. With a drilling family heritage, Tres recognizes the importance of one of our most precious resources and decided to serve the public as a member of the Board of Directors. As a director, landowner, water well driller, and citizen of the district, Tres’s goal is to bring a diverse perspective to ensure the conservation, protection, management, and integrity of one of our most valuable resources for years to come.

In 2024, Ed Griffin officially retired from his role as a Geological Technician to focus on his family and ranching. A native Texan of 3 generations, Ed understands the lasting value of groundwater for future generations. Over the years, he has helped instill strong values in the community through his service as a pastor, Little League coach, and hunter education instructor. Because of Ed’s professional career he has always had a scientific edge with technology regarding drilling, computer science, GIS, and staying focused on current events of water resource issues.

I was born and raised in Pleasanton, TX, and graduated from Texas A&M University in 1987. I grew up on a ranch, which I still own and operate, where I train cutting and ranch horses. My wife, Anna, and I own Shahan Real Estate in Pleasanton. I chose to serve on the EUWCD board to provide oversight and represent our local water consumers to the best of my ability. At Evergreen, I aim to support informed decisions based on both historical and projected water usage, helping manage our water supply for future generations. As a native Texan, I believe the management of our aquifers is critical to our future. We must address these challenges with a balanced and responsible approach—protecting both residential needs and agricultural productivity.

As a member of the EUWCD board, I hope to help conserve this vital resource, continue learning, and teach what I know about water and the importance of using it efficiently. As a farmer, my number one goal is to be a responsible steward of our aquifers. With a growing population, the demands and strain on our water supply will only increase. It’s our duty as board members to protect and serve the Evergreen UWCD and the resource we all depend on. During my tenure, I hope to be a strong voice for my local community, farmers and ranchers.
