Please refer to our fee schedule to determine the cost of your permit. Fees include application fees, production fees, and transport/exporting fees where applicable.
Permits expire every 5 years and need to be renewed before expiration. Be sure to ask the EUWCD staff where you can find your expiration date(s).
Yes, they will expire every 5 years.
One way is to check the state driller’s reports by locating your well on the map and reviewing the report for the GPM when the well was built. Another way would be to contact a licensed driller for well testing.
The amount of water you can pump depends on several factors which include contiguous acreage, aquifer being accessed, and number of connections (for public supply). For an in depth description of permit amounts please refer to our rules.
For permitted wells, yes, you are required to have a meter to accurately track groundwater use. Occasionally the district has grants to help with the cost of installing meters on active wells, please reach out to the EUWCD staff to see if we currently have an active grant.
Yes – If you have a permitted well you are required to report either monthly or annually, depending on your permit. Please reach out to the EUWCD office to determine how to report your usage.

Permitted wells must obtain a Production Permit and meet applicable spacing, construction, and usage requirements.
Once a Drilling Permit & Application is received by EUWCD, we will begin our review process. After board approval a fully executed production permit will be provided back to the well owner.

Drilling Permit & Application
Fill out this form to apply for a permit to drill and produce from a new non-exempt well within the District. You will need to specify a driller and drilling specs.
Affidavit – Individual
Submit this affidavit if you are an individual property owner asserting your legal authority to access and produce groundwater. A notarized affidavit is required with the drilling permit & application.
Affidavit – Entity
Submit this affidavit if the well is associated with a business, organization, or other legal entity with rights to access and produce groundwater. A notarized affidavit is required with the drilling permit & application.

As part of the application review process, EUWCD will verify that all wells on your property are properly permitted, registered as exempt, correctly abandoned, and accurately listed under your name.
Exempt Well Registration Form
Fill out this form and return it to EUWCD with payment and a state well report to register an exempt well.
Change of Ownership Form
Fill out this form if you need to update the ownership information for an existing well.
Abandoned Well Form
Fill out this form to report a well that is (or soon will be) capped or plugged and is no longer in use.
Monitor Well Application
Complete this form if you would like to designate an existing well for monitoring purposes and participate in EUWCD’s monitor well program. Learn more about our monitor well program here.
Notice to Purchaser
This form is used to notify a buyer that the property they are purchasing is within EUWCD and explains the buyer’s responsibility to register or transfer ownership of any existing wells on the property within 45 days of the sale.



Permitted Wells

Certain wells within the Evergreen Underground Water Conservation District (EUWCD) require a permit to ensure responsible groundwater use and conservation. If your well is capable of producing more than 25,000 gallons per day, more than 17.5 gallons per minute (GPM), or is used for public supply, you must obtain a production permit before drilling or operating the well.
All permitted wells must comply with production limits, well spacing requirements, and annual reporting of water usage. If you are planning to drill a new well or modify an existing one, EUWCD can help determine whether a permit is required and guide you through the application process.
